Access to pbucon.use file

I would like to add an extra layer of security against cheaters and use another streaming service on top of punkbuster. In order to accomplish this reading the instructions shows that I need to have access to the pbucon.use file to add one line of information in.

It doesn't seem as though I can edit this file.
